8/26/2010 Yet Another California County Bans Project Labor Agreements
A third county in California has now prohibited Project Labor Agreements (PLAs) on taxpayer-funded construction projects.
On a 3-2 vote taken August 24 th, the Placer County Board of Supervisors approved a resolution adding a provision to its contracting policies that states “the County shall not require a contractor on a County public project to execute or otherwise become a party to a project labor agreement as a condition of bidding, negotiating, award, or performance of the public project.” The resolution cited three reasons to adopt the policy: “to promote competition in contracting, to reduce the risk of cost increases in public works projects in Placer County, and to protect the interests of the taxpayers of Placer County.”
Union representatives showed up in force to oppose the resolution, while the executive director of the Roseville Chamber of Commerce and representatives of merit shop construction groups spoke in support of the resolution.

8/20/2010 Big Boost in Workers' Compensation Premiums Proposed
The Workers' Compensation Insurance Rating Bureau (WCIRB) has formally proposed a nearly 30 percent increase in employer-paid premiums, touching off another version of the perennial battle over the system that compensates workers for job-related injuries and illnesses.
The bureau has been proposing premium increases for the past several years after they plunged sharply earlier in the decade, thanks largely to a major overhaul of the system.

8/11/2010 State Rejects Union Appeal to Block Solar Apprenticeship Program
On July 29 th the California Apprenticeship Council (CAC) voted 13-4 to reject a regulatory appeal filed by the International Brotherhood of Electrical Workers (IBEW) to block state approval of a non-union company apprenticeship program for photovoltaic installation. This means the first state-approved, state-regulated photovoltaic installation apprenticeship program in California has completed the regulatory process and is ready to train apprentices.
