REQUESTING AND HIRING APPRENTICES
All Member Contractors who employ WECA ATC apprentices shall follow these hiring procedures.

A member who needs an apprentice(s) must be approved to train (ATT) before he or she can request apprentices.

Before an apprentice(s) can be dispatched to a member, the contractor's dues and training and benefit contributions must be current.

A contractor must call the WECA ATC Dispatch Administrator (DA) to ask for an apprentice(s) to be dispatched to his or her company.

The DA will record the person's name, telephone number, company name, and the date of the call.

The DA will ask the following questions:
  1. From which Program - Commercial, Residential, VDV - do you need an apprentice(s)?
  2. In what county/area is the apprentice(s) needed?
  3. How many apprentices do you want?
  4. When do you want the apprentice(s) to start work?

In addition the member also has the following options available:

  • A member may request an Apprentice by name
  • A member may request an Apprentice by class year preference due to safety issues/concerns
  • A member may request an applicant, who is currently working for the member, allowing the DA to supersede the applicant rank order

APPRENTICE AVAILABILITY

 Available - If a Member Contractor requests an apprentice and there are apprentices available, the DA will notify the first apprentice on the OOW list to contact that contractor within 24 hours to set up an interview. The apprentice is required to keep WECA informed as to the status and outcome of that interview. If the apprentice(s) has not started work or been given a firm start date within three working days of the interview, he or she will be dispatched to the next requesting contractor.

 If requests exceed the number of available apprentices, the first two apprentices on the OOW list will be dispatched to the member who is at the top of the contractor waiting list. The remaining apprentices will be dispatched one at a time to contractors remaining on the list. Contractors remain on the list until their requests have been fully met or they choose to withdraw them.

 For Example: WECA has five apprentices available for dispatch. Contractor A is one of 12 on the contractor waiting list, all of whom have requested several apprentices. Contractor A will receive two of the five available apprentices, with the remaining three going in order, one at a time, to the remaining contractors on the waiting list.

 Not Available - If a Member Contractor requests an apprentice(s) but there are no apprentices or applicants available, the DA will let the contractor know approximately when to expect an apprentice(s). The contractor's name will be kept on the contractor waiting list.

 When an apprentice(s) becomes available, the DA will notify the first contractor on the list. The DA will call the next available apprentice(s) on the OOW list and notify the apprentice(s) to contact the contractor within 24 hours to set up an interview.

 If the contractor does not require an apprentice(s) at that time, the contractor's name will be taken off the list.

APPRENTICE EMPLOYMENT

 Hired - Once a Member Contractor has hired an apprentice(s) both the contractor and the apprentice(s) shall contact the DA with the effective date of hire. The apprentice will be removed from the OOW list, enabling the DA to complete the dispatch process and update necessary records.

 Not Hired - A Member Contractor may not refuse to hire an apprentice(s) without first interviewing him or her, unless he or she has previously employed the apprentice and terminated him or her for cause.

APPRENTICE RETURN SLIP

 If a Member Contractor chooses not to hire an apprentice, or an apprentice quits or is fired by the contractor, the contractor must complete an Apprentice Return Slip (ARS) noting the reason for not hiring, quitting or firing and fax the completed ARS to the DA. If the ARS notes that the apprentice is not eligible for rehire, the contractor must give clear reasons as to why he or she has decided not to hire or rehire the apprentice, as this helps in future dispatches and in training efforts. WECA will not provide another apprentice/applicant to the contractor without first receiving an ARS.

Upon receiving the ARS, the DA will give the contractor the name of the next available apprentice on the OOW list.
