PREFACE

This Member Handbook is intended to provide WECA Member Contractors with a general understanding of Western Electrical Contractors Association Inc. (WECA) purpose and operations, how to take full advantage of the benefits of membership, and the Apprenticeship and Training Committee's (ATC) policies for both its State- and Federally-approved Apprenticeship and Trainee Programs.

WECA is a California Chapter of the national Independent Electrical Contractors Association Inc. (IEC) and is a nonprofit association. WECA is currently comprised of approximately 200 members throughout California and offers a variety of member services as well as representation of merit shop electrical contractors' interests. WECA also focuses on providing quality training to member electrical contractors and their employees.

The WECA Apprenticeship and Training Committee (WECA ATC) and the member electrical contractors who participate in our Apprenticeship, Electrician Trainee, and/or Contractor/Journeyman Training Programs recognize the continuous need to expand and enhance training of employees in the electrical industry. All WECA ATC apprenticeship training policies and procedures meet or exceed minimum requirements set forth by the Federal Department of Labor, Bureau of Apprenticeship Training (BAT) and the State of California, Division of Apprenticeship Standards (DAS). WECA ATC is authorized and approved by both the Federal BAT and State DAS agencies to train in various counties throughout California. Currently, WECA ATC is training approximately 600 apprentices and 650 electrician trainees and is also providing journeyman and management training to our members' 6,000-plus employees.

WECA ATC recognizes, and is committed to maintaining and improving, the training conditions and Standards for training electrical industry workers. These ideals can never be compromised. Therefore, this Handbook was produced to provide a framework to ensure these worthy ideals are maintained.

Any provisions contained in this Handbook found to be in conflict with the Apprenticeship Standards or the laws of the State of California or the United States shall be null and void. In such case, all unaffected provisions contained in this Handbook shall remain in full force and effect.

This Handbook may be amended by the WECA Board of Directors or WECA ATC at any time. All member contractors shall be given reasonable notification of significant changes.
